Tobacco Harm Reduction And Nicotine Perceptions

Bill Wirtz, Maria Chaplia, Michael Landl, Consumer Choice Center

EXECUTIVE SUMMARY

Vaping is an innovative harm reduction tool which has been recognised as a safer alternative to smoking by Public Health England, Cancer Research UK, Ministry of Health New Zealand, among many others. Millions of smokers globally choose vaping as a means to quit smoking. Despite its indisputable successes in bringing about the end of the smoking pandemic, vaping is subject to a wide array of myths. Understanding the prevalence of these myths, as well as the fundamental beliefs surrounding them is key to breaking the vaping stigma.

Leading anti-smoking campaigners say officials’ modelling wrongly suggested the Government’s plan would reduce smoking rates by 85 percent within five years

In a new review released early Monday morning, researchers from Action on Smoking and Health say the modelling underpinning the Government’s plan to mandate cigarettes be sold without nicotine is “significantly flawed”.

Flavor bans are harm, not harm reduction

Rich Marianos, The Downey Patriot

As the Biden administration moves forward with its tobacco industry crackdown, states are taking the issue into their own hands in the form of universal flavor bans. California will likely become the latest to add its name to this growing list of states following the November elections, but proponents of this prohibition are turning a blind eye to the science-based benefits of harm reduction.

Scholarship Programme Call for Applications

A global programme helping to produce the tobacco harm reduction leaders of the future is currently seeking new applications. In its first five years, the Tobacco Harm Reduction Scholarship Programme (THRSP) has had an unprecedented impact around the world, developing the careers of 98 Scholars from 40 countries across six continents.

White Paper Attacks WHO Guidance

Titled ‘The Subversion of Public Health: Consumer Perspectives’, a white paper presented at the recent Fifth Asia Harm Reduction Forum (AHRF 2022) has now been publicly released. Compiled by several leading international Tobacco Harm Reduction (THR) experts, it was presented at the 28 October forum in the Philippines by Nancy Loucas, Executive Coordinator of CAPHRA (Coalition of Asia Pacific Tobacco Harm Reduction Advocates).

Parliament

As widely predicted, the new Prime Minister has made yet more changes to the Department of Health and Social Care. In addition, questions about guidelines, the smoking-free 2030 target, and EU-derived regulations from MPs Andrew Rosindell, Andrew Gwynne, and Martyn Day have all elicited answers.

Philippines Vaping Policy Could Be a Model for the Rest of Asia

Samrat Chowdhery, Filter Magazine

Amid intensifying debate over the regulation of novel nicotine products, the Philippines—despite being known for the murderous drug war waged by former President Rodrigo Duterte—has charted a regulatory course that could be a template for other low- and middle-income countries (LMICs) in Asia and beyond.

‘Cloudy logic’ behind new vape tax, says indirect tax, customs and trade lawyer

Aidan Manab, Canadian Lawyer Mag

Canada is toughening up its regulatory regime over the manufacture and sale of vaping products.

As of Oct. 1, manufacturers and importers must be licensed or registered with the Canada Revenue Agency, must label their product with a vaping excise stamp, and pay an excise duty. Oct. 1 to Dec. 31 will be a transition period, after which retail stores can only sell stamped vaping products.

California Voters Keep State Ban on Flavored Tobacco and Vapes

Scott Shackford, Reason

Pull out those joints and edibles and stub out those menthols. California voters, years after legalizing recreational marijuana, appear to have ban flavored tobacco.

With 24 percent of the vote reported, Californians seem to be heavily supporting ballot referendum Proposition 31 in numbers high enough for the Associated Press to call it just before 9 p.m. Pacific time.

Stop Smoking, Start Vaping – Book Review

James Dunworth, Ashtray Blog

The world of vaping exists in a cloud of confusion and misinformation. Arguably there’s never been a greater need for clear, authoritative guidance for smokers who are considering switching to vaping.

A new book, Stop Smoking, Start Vaping, by Dr Dr Colin Mendelsohn, aims to do just that.

Colin is well qualified to write this book. Specialising in helping people to quit smoking, he has over 35 years experience both in tobacco treatment and in related research. Well known and respected amongst vaping advocates, he has been a strong voice for vapers in a country which is prepared to fine or even imprison smokers who try to quit smoking with electronic cigarettes.
