As Brazil’s national nicotine consultation closed, four coordinated submissions landed with Agência Nacional de Vigilância Sanitária (ANVISA), the Brazilian regulatory body responsible for protecting and promoting public health, from researchers and clinicians in seven countries, all making the same argument: that prohibiting vaping and heated tobacco products while cigarettes remain freely available is not a health policy — it is a missed opportunity.

Minister Releases Consultation Statement

Sharon Hodgson, the Parliamentary Under-Secretary of State for Public Health and Prevention, has released a statement about the government’s vape consultation. The Washington and Gateshead South MP believes the proposed changes will contribute to “a fairer UK”.

Given the popularity of favors in vaping, this is an important issue for the assessment of its safety profile and regulation policies. However, the assessment of carbonyl byproducts formation does not depend only on the chemical reactions, it also depends on the thermal processes involved in aerosol generation.

It is worth being honest about the consultation’s central weakness, because it shaped almost everything we wrote. Across its 23 questions, the consultation largely treats “tobacco and nicotine products” as one undifferentiated category. It asks whether a measure reduces “uptake” or protects “public health” without separating cigarettes, which are combusted and burn tobacco, from products such as e-cigarettes, heated tobacco products and nicotine pouches, which deliver nicotine without combustion and, according to the accumulated evidence, carry a substantially lower relative risk.

Australia’s daily smoking rate among people aged 14+ fell to 5.6% in 2025, down from 8.3% in 2022–23 and 19.5% in 2001. But CAPHRA says that headline success obscures what’s happening underneath.

A coalition describing itself as acting for public health has filed suit against the Food and Drug Administration over its decision not to prioritize enforcement against certain vaping products and nicotine pouches while their marketing applications remain under review. According to the plaintiffs, allowing these products to remain on the market is a threat to public health. In fact, this is just another attempt to make it harder for Americans who smoke to access products that could dramatically reduce their risk of disease.
