Regulations on e-cigarettes under debate by profession

The federal government’s proposed approach to electronic cigarettes has come under fire from campaigners who say tighter regulations on the products will limit their effectiveness as a smoking-cessation tool.
Introduced in the Senate in late 2016, bill S-5 would rename the existing law the Tobacco and Vaping Products Act, and it includes restrictions on the advertising, marketing and flavouring of e-cigarette products, designed to keep them out of the hands of minors.
The battery-powered devices work by warming a liquid that contains nicotine, allowing it to be inhaled in vapour form, and have grown swiftly in popularity over the last few years.
According to the most recent data available from the Canadian Tobacco, Alcohol and Drugs Survey, about 13 per cent of Canadians over 15 had tried e-cigarettes, up from nine per cent in 2013. For youths between 15 and 19, the proportion rose to 26 per cent from 20 per cent over the same period.

The Standing Senate Committee were discussing Bill S5, commonly known as the Tobacco and Vaping Products Act, and Britton was invited to speak first in case the connection dropped out. He began by pointing out that he chairs the Royal College of Physicians (RCP) tobacco advisory group, a role that places him at the centre of the RCP ‘Nicotine without smoke’ report declaring vaping to be at least 95% less harmful than smoking, and responsible for a previous one in 2007 on tobacco harm reduction.
“We all know that smoking kills people,” he began. “It ends lives prematurely, it causes untold damage to adults, harms children, harms the unborn child. It drives poverty and is the major determinant of social inequalities in health. And so, treating smoking is a huge public health priority in all developed countries.”

“After all this time, we are still dealing with the same mentality within the tobacco control community. To them “tobacco” is the problem, not smoking. To them, the industry is evil and anyone or any paper disagreeing with that perception is dismissed as a tobacco industry spokesperson or someone who has been snookered (taken for a fool and now plays the role of a useful idiot for the industry). To them, the only reason anyone in any tobacco-related industry would ever produce or promote any relatively low risk product would be to addict another generation of teens, who would then, predictably, transition to cigarettes for a bigger and better nicotine hit.
“Thus, the zeal for the almost-no-nicotine cigarette as the only way to end the pandemic of cigarette-related illness.
“The vast majority of tobacco control advocates are advocates, not scientists, even if they have an MD or PhD after their name. Add to that the fact that their survival in this role (and their current job) is dependent on funding from or through CDC, FDA, or one of the major voluntaries (at least in the USA) and all but FDA are at least partially dependent on funding from the pharmaceutical industry for their research, meeting and advocacy agendas, Any change in mind-set is very unlikely.

An Australian vape seller is advising customers who want e-liquid containing nicotine to buy it from New Zealand.
It’s illegal to buy e-liquid containing nicotine in Australia.
Kyle Moffat of Vape Industries, which sells flavours ranging from apple to bloody mary, says business has been booming in the last couple of months.
He advises his customers to order nicotine-containing products from New Zealand and mix their own flavours.
He’s calling for less regulation around the promotion of vaping in Australia, where some vaping retailers have run into trouble with a consumer watchdog.
“We claim it’s scientifically proven to be 95 percent less harmful than cigarettes. A lot of people want to get off the cigarettes, they want to save a lot of money,” Mr Moffat told the ABC’s PM show.
Judicial Watch Sues over Records on Obama E-Cig Regs

Judicial Watch announced today that it filed a Freedom of Information (FOIA) lawsuit against the Department of Health and Human Services (HHS) seeking records from the Food and Drug Administration (FDA), Centers for Disease Control and Prevention (CDC) and the Office of the Surgeon General (OSG) regarding the cancer-causing effects of electronic cigarettes as compared to traditional cigarettes. Judicial Watch brought the action in the United States District Court for the District of Columbia (Judicial Watch vs. U.S. Department of Health and Human Services et al. (No. 1:17-cv-00831)).
The lawsuit was filed after the agencies failed to respond to FOIA requests sent in March 2017 seeking:
All internal [FDA, CDC, or OSG] emails discussing the relative carcinogenicity of inhalation from Electronic Nicotine Delivery Systems compared to inhalation from traditional combustible cigarettes.
In May 2016, the Federal Drug Administration issued a “Final Rule” deeming e-cigarettes “tobacco products” and restricting their sale and distribution in the United States. While saying that it was “taking this action to reduce the death and disease from tobacco products,” the FDA admitted: “We do not have sufficient data to determine what effects e-cigarettes have on public health at the population level. We also noted that some individuals report using e-cigarettes to successfully quit smoking….”

As the United States cracks down on rules governing e-cigarettes, a wide-ranging study in Britain has revealed how the technology is helping smokers to give up harmful tobacco.
Last week, the U.S. Food and Drug Administration (FDA) announced that production and marketing rules for cigarettes and roll your own tobacco will now extend to the sales of e-cigarettes, cigars as well as pipe and hookah tobacco.
The new rules come into effect at the beginning of August 2017.

The world has been manipulated into believing that nicotine itself is addictive. It isn’t.
Decades of the assertion of nicotine addiction is wrong. Millions of smokers have been lied to. Millions have believed the addictive property in cigarettes is nicotine alone by default or design.
MILLIONS have tried to “quit or die” with “approved” methods.
The assertion of nicotine “addiction” by “public health” is profitable and absurd.

It seems the hypocritical vapers friend ASH have been up to their old tricks. Again. I’m not at all surprised, after all this time last year they said the 250,000 vapers that use 20mg/ml and above don’t matter. Fancy that!
This time, bless their ignorant black souls, they are claiming that the message that vaping is a valid alternative to smoking isn’t getting through to smokers. Well, who would have thought that?
It can’t be anything to do with the “welcoming” of bans now could it?
No, nothing so mundane as that. We know, from the debacle surrounding the demoted Fatal Motion in the House of Lords just how far they’ll go to protect legislation that they lobbied for. Never mind the fact that the reasoning for the demotion was nothing to do with the legislation itself, by pulling “We’ll lose the plain packs’ legislation” which, by the way isn’t even in the Tobacco & Related Products Regulations, and of course the “protecting the Children” cards.
