Dave Cross, Planet Of The Vapes
The Royal College of Pharmacy has expressed its strong support for increasing restrictions on vape product design, description and display. ElfBar/Lost Mary tells Planet of the Vapes that it warned ministers to base new rules on clear evidence in order to avoid putting off adult smokers from reducing their harm exposure by switching to vaping.

The Questions They Didn’t Ask
Ask Australians whether public health should come before government revenue, and you will probably find broad agreement. Ask whether children should be protected from nicotine addiction and you will find another shared concern. Ask whether tobacco companies should influence public policy and many people will object.
Those answers matter. But they do not tell us which tobacco policies Australians support.
The Week in Tobacco Harm Reduction
Welcome to The Week in Tobacco Harm Reduction, my weekly look at the evidence, decisions and debates shaping how people move away from smoking. I bring together developments worth your time, examine what the evidence actually shows, and ask what they mean for people whose lives are affected.
New Smoking-Cessation Options for Service Members Should Not Stop at Active Duty
Jeffrey S. Smith, RStreet
Congress is considering a broader path for active-duty service members to quit smoking. Section 707 of the House-passed National Defense Authorization Act for Fiscal Year 2027 would authorize a one-year pilot program offering counseling, nicotine gum and patches, e-cigarettes, nicotine pouches, and heated-tobacco products to eligible personnel who smoke. Its purpose is to help participants stop smoking and improve their health. Interestingly, the bill does not extend that pilot to former service members receiving care from the U.S. Department of Veterans Affairs (VA). This willingness to explore alternatives should extend to veterans, especially those still smoking after decades of use.
A European House Divided
David Zaruk, Clearing The Air
This week a group of eight European Union health ministers signed a letter demanding stricter measures to control and eventually eliminate tobacco harm reduction products like e-cigarettes and nicotine pouches. While their calls to future proof the regulation by banning any further innovative nicotine products was predictable, something interesting was written between the lines of their letter.
The FDA’s $7 billion bureaucratic black box is fueling black markets
Christina Smith, Washington Examiner
The Food and Drug Administration is too often an unaccountable $7 billion bureaucratic black box that burdens taxpayers and leaves businesses in the dark. Despite some recent encouraging news about marketing authorizations of reduced-risk products, a September 2026 report from the Government Accountability Office shows that much work remains to be done. The report reveals that, from 2018 to 2025, the FDA took an average of 507 days to complete its review of tobacco product applications.

Wisconsin Vape Directory One Year On: Retailer Reports Four Store Closures and 70% Staff Cuts
According to an Oct. 6 report by The Badger Herald, vape retailers in Wisconsin say sales have fallen and some stores have closed or cut staff more than a year after the state’s electronic vaping device directory became fully enforceable.
Under Wisconsin Department of Revenue rules, since Sept. 1, 2025, electronic vaping devices required to appear on the state’s Electronic Vaping Device Directory cannot be sold or offered for sale unless they are listed.
Ireland Raises Nicotine Product Taxes Again as Cigarettes Gain €1 and Vape Duty Is Set to Jump 40%
According to the Irish government’s Budget 2027 measures and related financial resolutions considered by the Dáil on Oct. 6, Ireland increased tobacco excise from Oct. 7, adding €1 to the tax burden on a pack of 20 cigarettes in the most popular price category, with pro-rata increases on other tobacco products. The government also announced plans to raise E-liquid Products Tax from €0.50 to €0.70 per millilitre from Jan. 1, 2027.
U.S. Health Groups Seek to Overturn FDA Enforcement Discretion for Pending PMTAs as Altria’s Helix, NJOY and AVM Move to Intervene
American Vapor Manufacturers (AVM), Helix Innovations LLC and NJOY LLC have filed separate motions seeking to intervene on the side of the U.S. Food and Drug Administration (FDA) in a federal lawsuit challenging the agency’s enforcement guidance for certain unauthorized e-cigarette and nicotine pouch products, according to an October 7, 2026, report by Law360.
U.S. Judge Stays Helix, NJOY Challenge to FDA PMTA Rule Pending New Rulemaking Court Stays Altria’s Helix, NJOY Challenge to PMTA Rule as FDA Prepares New Rulemaking
According to an Oct. 8 order from the U.S. District Court for the Northern District of Texas, U.S. District Judge James Wesley Hendrix granted a joint request by the FDA and plaintiffs including Altria subsidiaries Helix Innovations LLC and NJOY LLC to stay litigation challenging the agency’s 2021 Premarket Tobacco Product Application, or PMTA, rule while FDA pursues anticipated rulemaking concerning the regulation.
Global State of Tobacco Harm Reduction (GSTHR)
Why is smoking declining in New Zealand while Australia’s approach is fuelling a dangerous black market?
In this excerpt from GFNTV’s interview at GFN 2026 in Warsaw, Australian GP Dr Joe Kosterich contrasts New Zealand’s approach to tobacco harm reduction with Australia’s restrictive policies on safer nicotine products.

Is Australia falling behind..
On tobacco policy? – Clive Bates
I’m visiting Australia next week and looking forward to some good discussions with people holding any and all points of view on vaping, nicotine and smoking. My aim is to share experience from the US and UK where we are seeing encouraging uptake of low-risk vaping alongside an unusually rapid decline in smoking.
