In Brussels, a lack of transparency is undermining trust in policymaking and resulting in flawed policy. The handling of thelatest Eurobarometersurvey on tobacco and nicotine exposes a pattern of selective transparency. The survey was delayed and buried, yet its unpublished data was used to support a member state’s bid to ban disposables – a type of e-cigarette.

The claim by opponents of e-cigarettes that vaping is a gateway to smoking and will increase the long-term hazards of tobacco product use have now been completely debunked by longitudinal trend data demonstrating that the truth is the exact opposite.

The results of a Gallup poll conducted last month revealed that adult smoking prevalence has reached an all-time low (11%) and that the decline in smoking has been driven largely by a dramatic drop in smoking among young adults. The prevalence of smoking among adults ages 18-29 was only 6%.

The notion that nicotine vaping leads people to smoking—known as the “gateway” theory—is a common refrain among those who seek to restrict access to vapes in the name of youth protection, including some scientists. It persists, amid overwhelming evidence that vaping is a “gateway” out of smoking for large numbers of people—and even though data from numerous countries show population-level correlations between increases in vaping and decreases in youth smoking.
